Your Lordship deserves that I think I had ... sufficient reason for again complaining that the Vice Roy had not given me early intimation of his reluctance or inability to carry out his previous proclamation and that "he did not notify his intention of retracing his steps to me and issuing his present instructions."

I never made any complaint about the Vice Roy's not signifying his intention to issue his present instructions, I presume Your Lordship has been inadvertently led into error on that point, which however does not appear to be very material inasmuch as he revoked her steps. And he R M mentioned it.
It induces me however, to state that I would esteem it a favor if Your Lordship were to peruse the reply which I directed the Colonial Secretary to send to Mr Consul Robertson on learning the issue of the Vice Roy's fresh Proclamation and which reply can scarcely have been seen by Your Lordship, as it must have reached England before the assumption of the Seals of the Colonial Department.
